Obama on immigration overhaul: 'Now is the time'

LAS VEGAS (AP) ? Declaring "now is the time" to fix the nation's broken immigration system, President Barack Obama on Tuesday outlined broad proposals for putting millions of illegal immigrants on a clear path to citizenship while cracking down on businesses that employ people illegally and tightening security at the borders. He hailed a bipartisan Senate group on a similar track but left unresolved key details that could derail the complex and emotional effort.
Potential Senate roadblocks center on how to structure the avenue to citizenship and on whether legislation would cover same-sex couples ? and that's all before a Senate measure could be debated, approved and sent to the Republican-controlled House where opposition is sure to be stronger.
Obama, who carried Nevada in the November election with heavy Hispanic support, praised the Senate push, saying Congress is showing "a genuine desire to get this done soon." But mindful of previous immigrations efforts that have failed, he warned that the debate would be difficult and vowed to send his own legislation to Capitol Hill if lawmakers don't act quickly.
"The question now is simple," Obama said during a campaign-style event in Las Vegas, one week after being sworn in for a second term in the White House. "Do we have the resolve as a people, as a country, as a government to finally put this issue behind us? I believe that we do."
Shortly after Obama finished speaking, cracks emerged between the White House and the group of eight senators, which put out their proposals one day ahead of the president. Arizona Sen. Jeff Flake, one of four Republicans in the group, criticized Obama for not making a citizenship pathway contingent on tighter border security, a central tenant of the lawmakers' proposals.
"This provision is key to ensuring that border security is achieved, and is also necessary to ensure that a reform package can actually move through Congress," Flake said in a statement.
House Speaker John Boehner also responded coolly, with spokesman Brendan Buck saying the Ohio Republican hoped the president would be "careful not to drag the debate to the left and ultimately disrupt the difficult work that is ahead in the House and Senate."
Despite possible obstacles to come, the broad agreement between the White House and bipartisan lawmakers in the Senate represents a drastic shift in Washington's willingness to tackle immigration, an issue that has languished for years. Much of that shift is politically motivated, due to the growing influence of Hispanics in presidential and other elections and their overwhelming support for Obama in November.
The separate White House and Senate proposals focus on the same principles: providing a way for most of the estimated 11 million people already in the U.S. illegally to become citizens, strengthening border security, cracking down on employers who hire illegal immigrants and streamlining the legal immigration system.
A consensus around the question of citizenship could help lawmakers clear one major hurdle that has blocked previous immigration efforts. Many Republicans have opposed allowing illegal immigrants to become citizens, saying that would be an unfair reward for people who have broken the law.
Details on how to achieve a pathway to citizenship still could prove to be a major sticking point between the White House and the Senate group.
Obama and the Senate lawmakers all want to require people here illegally to register with the government, pass criminal and national security background checks, pay fees and penalties as well as back taxes, and wait until existing immigration backlogs are cleared before getting in line for green cards. Neither proposal backs up those requirements with specifics.
After achieving legal status, U.S. law says people can become citizens after five years.
The Senate proposal says that entire process couldn't start until the borders were fully secure and tracking of people in the U.S. on visas had improved. Those vague requirements would almost certainly make the timeline for achieving citizenship longer than what the White House is proposing.
The president urged lawmakers to avoid making the citizenship pathway so difficult that it would appear out of reach for many illegal immigrants.
"We all agree that these men and women have to earn their way to citizenship," he said. "But for comprehensive immigration reform to work, it must make clear from the outset that there is a pathway to citizenship."
"It won't be a quick process, but it will be a fair process," Obama added.
Another key difference between the White House and Senate proposals is the administration's plan to allow same-sex partners to seek visas under the same rules that govern other family immigration. The Senate principles do not recognize same-sex partners, though Democratic lawmakers have told gay rights groups that they could seek to include that in a final bill.
John McCain of Arizona, who is part of the Senate immigration group, called the issue a "red flag" in an interview Tuesday on "CBS This Morning."
Washington last took up immigration changes in a serious way in 2007, when then-President George W. Bush pressed for an overhaul. The initial efforts had bipartisan support but eventually collapsed in the Senate because of a lack of GOP support.
Cognizant of that failed effort, the White House has readied its own immigration legislation. But officials said Obama will send it to the Hill only if the Senate process stalls.
Most of the recommendations Obama made Tuesday were not new. They were included in the immigration blueprint he released in 2011, but he exerted little political capital to get it passed by Congress, to the disappointment of many Hispanics.
Some of the recommendations in the Senate plan are also pulled from past immigration efforts. The senators involved in formulating the latest proposals, in addition to McCain and Flake, are Democrats Charles Schumer of New York, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado, and Republicans Lindsey Graham of South Carolina, and Marco Rubio of Florida.
Also Tuesday, in another sign of Congress' increased attention to immigration issues, a group of four senators introduced legislation aimed at allowing more high-tech workers into the country, a longtime priority of technology businesses. The bill by Republicans Rubio and Orrin Hatch and Democrats Amy Klobuchar and Chris Coons would increase the number of visas available for high-tech workers, make it easier for them to change jobs once here and for their spouses to work, and aim to make it easier for foreigners at U.S. universities to remain here upon graduation.

NEW ORLEANS (AP) ? No Tom Brady. No Aaron Rodgers. No Ben Roethlisberger. Not a Manning in sight.
Super Bowl has a pair of fresh faces at quarterback, bona fide nobodies as far as the NFL title game goes. But one will leave New Orleans as football's newest star.
For Colin Kaepernick and Joe Flacco, this is new territory. And, of course, exactly where they want to be.
Flacco, the only quarterback to win a playoff game in each of his first five NFL seasons, will lead the AFC champion Baltimore Ravens into Sunday's matchup against the NFC-winning San Francisco 49ers and Kaepernick, a backup for most of his two seasons.
It's the first time in more than a decade that the big game doesn't feature one of the big five household names in the glamour position.
You can't get much fresher than quarterbacks who never have gotten this far before.
"At the start of the season, I was just hoping to get on the field some way, somehow," said Kaepernick, the backup for Alex Smith, who took the 49ers to the conference final last season.
He got that chance after Smith sustained a concussion on Nov. 11, and hasn't seen the bench since.
Win this one and he'll have a piece of history, joining a heady quarterback club that includes Hall of Famers Joe Montana and Steve Young, who guided the 49ers to five NFL titles ? a victory every time they played. No. 6 would tie the team with Roethlisberger's Pittsburgh Steelers ? a record for most Super Bowl wins.
A second-round draft pick in 2011 out of Nevada ? not exactly Alabama ? Kaepernick has the shortest pro resume of any Super Bowl quarterback. It's impressive, nonetheless. His legs (181 yards rushing against Green Bay, a record for the position) and his arm (105.9 passer rating in the postseason) are the main reasons San Francisco is in its first NFL title game in 18 years.
"Anybody that is out there on the football field, you want to see them produce and get results," left tackle Joe Staley said. "With Colin, his first couple of starts, you did not know what to expect because we had not seen him out there as a starting quarterback. He did amazing and he has all season, as well as the playoffs. I think it was one of those things where we saw him in practice and we just wanted to see how he was going to handle the situation in the games. He has done that."
Still, he's new to this environment and that hardly seems to faze Kaepernick.
"One thing I've always said about him from the start is he comes off as a guy that has a lot of confidence," said center Jonathan Goodwin, who won a Super Bowl snapping for Drew Brees and the Saints three years ago. "I'm not just saying that. You can feel it by the way he acts and talks."
Flacco has that air of certainty, too, but at least it's built on a more substantial foundation, including an 8-4 mark in the playoffs, with six road wins ? the most for any quarterback, Montana and Young included. That goes for Baltimore's John Unitas, too.
Nobody is comparing Flacco to them just yet, except for the self-belief he brings to the job.
"There are a lot of different ways to lead, and the bottom line is it's about motivating your players to get the best out of them, and having belief that you can go do it in any situation," Flacco said last week.
"You've got to do it your own way. And I think, naturally, as you get more comfortable with people and people understand you more, and you become more confident in them, and they become more confident in you, you become more vocal as time goes on."
And you become a Super Bowl quarterback.

Surprise winners liven up SAG Awards

Don't place those Oscar bets yet: Sunday night's Screen Actors Guild Awards showed that there's no universal favorite among the films and actors who'll be competing at the Feb. 24 Academy Awards ceremony.

"Argo," whose director, Ben Affleck was not even nominated by the Academy, won the biggest film award of the night, outstanding performance by an ensemble cast in a motion picture. Many awards-watchers had expected Steven Spielberg's "Lincoln" to take home that prize, but that film hasn't shown the awards dominance critics expected.
"Argo" also beat "Lincoln" at the Golden Globes, taking home the best drama award as well as the best director award for Affleck.
While accepting the award for "Argo," Affleck praised "Lincoln" star Daniel Day-Lewis, who won the SAG award for outstanding actor in a motion picture, as expected.
"I can't believe I'm standing in the place where Daniel Day-Lewis just was," Affleck said. "Maybe I'll be a better actor, just from the radiation."
For his part, Day-Lewis, who's a heavy favorite to win best actor at the Oscars, noted that "it was an actor that murdered Abraham Lincoln, and therefore it is only fitting that every now and then, an actor tries to bring him back to life again."

Day-Lewis' "Lincoln" co-star Tommy Lee Jones, who was suffering from the flu and wasn't in attendance, won the outstanding supporting actor award for his role as fiery Congressman Thaddeus Stevens.
Another film award came as a surprise to many. Jennifer Lawrence won the award for outstanding performance by a female actor in a leading role for "Silver Linings Playbook," an honor many thought would go to Jessica Chastain for her role in "Zero Dark Thirty."
Lawrence thanked director David O. Russell, whose 18-year old son is bipolar, like Bradley Cooper's character in the film.
"You made a movie ... for your son so that he wouldn't feel alone and so that he could feel understood," she said. "And I think I can speak on behalf of most of us in saying that you helped more than your son, you've helped so many sons and daughters, husbands, wives, everybody."?
In an expected win, Anne Hathaway took home the outstanding supporting actress award for her role as Fantine in "Les Miserables."

"I have loved every single moment of my life as an actor," Hathaway said. She went on to thank her mother, who once understudied the Fantine role, "for voting for me -- at least she better have!"
The first two television awards went to actors from "30 Rock."?Alec Baldwin won for outstanding male actor in a comedy series, and Tina Fey for outstanding female actor.
Baldwin collected his eighth SAG award, noting that his good fortune was "ridiculous," and said that his experience on "30 Rock" was "the greatest experience I've ever had."
Fey won her fifth SAG award. "Thank you for letting me in this union," she said in her speech.
She then earned big laughs for calling out fellow nominee Amy Poehler, joking that "I've known you since you were pregnant with Lena Dunham."
At the Golden Globes on Jan. 13, Dunham, 26, had thanked show hosts Fey and Poehler and other Globe nominees for "getting me through middle school," a remark the hosts were quick to pick up on when they returned to the stage.
Although "30 Rock" was nominated for outstanding performance by an ensemble in a comedy series, the award went to "Modern Family."

Bryan Cranston took home his first SAG award, for outstanding performance by a male actor in a drama series for "Breaking Bad." Cranston thanked series creator and producer Vince Gilligan, saying "he wrote the role of my career." Cranston would later return to the stage to stand with the "Argo" cast, as he plays a CIA supervisor in that film.
Claire Danes won the award for outstanding performance by a female actor in a drama series for "Homeland," another expected win.
Perhaps the biggest surprise in the television categories came when "Downton Abbey" won for oustanding performance by an ensemble in a drama series, beating the highly acclaimed?"Homeland" and "Mad Men," among others. Scottish actress Phyllis Logan, who plays housekeeper Mrs. Hughes, charmed many by hollering "Shut the French windows!" before thanking the cast and crew.
Julianne Moore won for outstanding performance by a female actor in a television movie or miniseries for her role as Sarah Palin in "Game Change," and Kevin Costner won the male actor honor for his role in "Hatfields and McCoys."
Dick Van Dyke received the SAG life achievement award. The award was supposed to be presented by Baldwin and longtime Van Dyke collaborator Carl Reiner, but Baldwin presented it solo. Van Dyke noted that Reiner was ill and couldn't attend.?
Van Dyke, who famously played comedy writer Rob Petrie on "The Dick Van Dyke Show," also joked that Reiner "waited five years to tell me it's PEE-trie, not PET-rie."
He also poked fun at his own much-lampooned Cockney accent in "Mary Poppins" and praised his peers as "the greatest generation in the history of acting," calling out the social activism of many actors in Darfur, Haiti, Somalia and other parts of the world.

Chastain makes Maya as vivid as a bloodshot eye. Her porcelain skin, delicate features and feminine attire belie the steel within.
No doubt Zero Dark Thirty serves a function by airing America's dirty laundry about detainee and torture programs, but in its wake, there's a crying need for a compassionate Coming Home to counter its brutal Deer Hunter.
While "Zero Dark Thirty" may offer political and moral arguing points aplenty, as well as vicarious thrills,as a film it's simply too much of a passable thing.
From the very first scenes of Zero Dark Thirty, director Kathryn Bigelow demonstrates why she is such a formidable filmmaker, as adept with human emotion as with visceral, pulse-quickening action.
A timely and important reminder of the agonizing human price of zealotry.
Not only is Zero Dark Thirty one of the year's best movies, it's an inspiring one to share with your daughters. That is, if they're old enough to deal with explicit torture scenes.
Exhilarating cinema that makes you want to forget all the questionable issues of representation that have come before it.
This is a fascinating film, and Chastain's wonderful performance has something in it of the tragic sense of life.
So overwhelming is the momentum that it proves possible to live with the intelligence that the protagonist is complicit in ground-level fascism.
Blistering writing, directing and acting hold us firmly in our seats as this procedural drama snakes its way to a riveting action finale

THE RESET: Guns, immigration topping week's agenda
A week into his second term, President Barack Obama is temporarily turning from perpetual political fights over the national debt, government borrowing, spending and taxing to tackle two other big issues: immigration and gun-law overhaul.
With Congress delaying a debt limit showdown until May 18, the White House postponing its annual budget submission until March and House Speaker John Boehner struggling to maintain Republican unity, this could be the time to strike.
National public opinion polls show a majority of Americans now support easing immigration laws and tightening federal gun restrictions.
That's not to say either fight will be easy. Both immigration and guns remain hot-button issues in Congress
The president met Monday with police chiefs from three towns that experienced mass shootings in 2012: Aurora, Colo.; Oak Creek, Wis., and Newton, Conn. "We recognize that this is an issue that elicits a lot of passion all across the country," Obama said.
He hopes public outrage over recent shootings strengthens his hand on curbing gun violence.
Meanwhile, a bipartisan Senate group Monday presented a new framework for overhauling the nation's immigration laws, including a path to citizenship for the 11 million illegal immigrants already here. Obama presses his case for immigration-law changes Tuesday in Las Vegas.
The White House also believes the political math of last November's election ? in which Obama won overwhelming Hispanic support ? helped soften GOP opposition to liberalizing immigration laws.
"What's changed, honestly, is that there is a new ... appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," Sen. John McCain, R-Ariz., said Sunday on ABC.
Even so, the new Senate immigration proposal could face strong opposition in the Republican-controlled House.
And despite growing public support for gun curbs, the pro-gun lobby remains a potent force.

Facebook for iPhone, iPod touch, and iPad has been updated to version 5.2 and among the highlighted features are voice messages, video recording, and a new Nearby tab.
Voice messages are billed as a way to add audio to your texts for when you have "more to say". Video recording happens right in the Facebook app, so you can get yourself, or anything you care to film, online and shared with your entire graph more conveniently than ever. And, yet, the Nearby tab got a makeover to encourage you to share where you're at.
As with any Facebook update, it'll be interesting to see which old bugs (and crashes!) get fixed, and which new ones emerge. (Social is hard?).

Immigration reform: White House says promised push begins next week
Obama met Friday with seven members of the Congressional Hispanic Caucus to discuss strategy and policy for the coming debate on immigration reform, a major campaign promise.

The announcement that Mr. Obama would pursue legislation that, in the words of the White House, ?must include a path to earned citizenship? for the more than 10 million undocumented immigrants in the country, came after a late morning meeting with congressional immigration reform advocates.
The president met with seven members of the Congressional Hispanic Caucus (CHC) ? six House members and one senator, Bob Menendez (D) of New Jersey ? to discuss strategy and policy for the coming immigration reform debate, according to broad details of the meeting provided by congressional aides and the White House.
?The president is the quarterback and he will direct the team, call the play, and be pivotal if we succeed,? said Rep. Luis Gutierrez (D) of Illinois, the House?s most seasoned immigration reform legislator.
?I am very optimistic based on conversations with Republicans in the House and Senate that we will do more than just talk about the immigration issue this year,? he added. Congressman Gutierrez was the leading Democratic House sponsor of the last drive for comprehensive immigration reform during the George W. Bush administration.
Democrats aren?t the only ones mulling a plan. Sen. Marco Rubio (R) of Florida has offered the broad contours of a conservative immigration reform proposal in recent weeks, albeit one featuring a longer, more difficult path to US citizenship than Democrats or the president are likely to favor.

Amid all the origami variations of the PC at CES this year -- things that swiveled, folded, docked and rotated around their hinges -- one of the more intriguing form factor variations came not from a twist on the classic clamshell, insurgent slate or a hybrid of the two. Rather, it was a variation of the desktop via the all-in-one, one of the few of that embryonic breed known as table PCs courtesy of the Lenovo IdeaCentre Horizon.
Table PCs entered a broader collective consciousness in 2007 when Microsoft introduced Surface (a name it would later repurpose for its tablet line). A chunky, waist-high device that married a Windows PC with a 30-inch projection display and five embedded cameras, the original Surface offered an integrated multi-touch experience without a touchscreen.
Surface was capable of interaction with other devices that seemed magical, especially without using NFC. Place a marked glass on top of it and it could tell you the ingredients in the cocktail it contained. Place a WiFi-enabled camera on it and the photos would appear to spill out onto the screen, ready to be freely flipped, rotated, stretched and easily converted into emails via a simple postcard creation feature.
Alas, at about $10,000 and with most consumers already having a coffee table, Surface was too pricey for consumers. Mocked as a "big-ass table" in a parody video, it was relegated to a few hotels, casinos, AT&T stores and other public places. Prior to the release of the Surface tablet, Microsoft recreated the table-based incarnation using flat-panel technology. Samsung offers that product as the 40-inch SUR40 with Microsoft PixelSense. With a street price of about $8,000, it retains the ability to handle more than 50 touch points and interact with real-world objects.
Starting at around $1,699, though, the Lenovo IdeaCentre Horizon promises to deliver much of the Surface experience at a consumer price. Unlike the original Surface, it is practical to use as a regular Windows 8 all-in-one desktop. Snap in the stand and lay it flat, though, and you can take advantage of a Lenovo app store that includes optimized games and other media-centric apps for the device. They are very much in the spirit of those early Surface apps.
Moving to a device the size of the Horizon forces one to give up the kind of orientation features one takes for granted in today's smartphones and tablets.
A good example of how this works is with the classic board game Monopoly, an engaging version of which has been created for the iPad. But putting that same experience on the Horizon really opens it up to multiplayer interaction in a way that the tablet-driven experience cannot. You can see the whole board during everyone's turns. Air hockey comes closer to approximating the actual experience (although there was some controller lag in the version shown at CES).
Just as the iPad's larger palette enabled experiences that were either inferior or impossible on the iPhone, the same can be said for Horizon versus the iPad. This is especially true for multiuser experiences, a novelty in the realm of personal touch devices. That said, moving to a device the size of the Horizon forces one to give up the kind of orientation features one takes for granted in today's smartphones and tablets. With Horizon you don't rotate the tablet; you rotate around it.
Horizon is not the first time Lenovo has been led down the sometimes challenging path of creating its own app store; it rolled its own for TV apps when it introduced its Android-based smart TV (not available in the US) at last year's CES. Indeed, yet another challenge that 2007's Surface faced was competing for developer mindshare with Apple's iPhone. But just as modern Windows 8 dockable tablets or convertibles reduce risk for the PC manufacturer by serving as a PC as well as a tablet, Lenovo can fall back on the Horizon's use as a large all-in-one with normal viewing angles and keyboard input if optimized apps don't take off. It's low table stakes for a table PC.

Police and protesters clash in Egypt, army sent to Suez
CAIRO (Reuters) - Egyptian protesters scuffled with police in Cairo on Saturday and troops were deployed in Suez after nine people were shot dead in nationwide protests against President Mohamed Mursi, exposing deep rifts two years after Hosni Mubarak was ousted.
After a day of clashes on Friday, tension remained high with a court expected to rule later on Saturday in a case against suspects accused of involvement in a stadium disaster that killed 74 people. Fans have threatened violence if the court does not deliver the justice they seek.
Eight people including a policeman were shot dead in Suez, east of the capital, and another was shot and killed in Ismailia, another city on the Suez Canal, medics said, after a day when police fired tear gas at stone-throwing youths.
Another 456 people were injured across Egypt, officials said, in Friday's unrest fuelled by anger at Mursi and his Islamist allies over what the protesters see as their betrayal of the revolution that erupted on January 25, 2011.
"We want to change the president and the government. We are tired of this regime. Nothing has changed," said Mahmoud Suleiman, 22, in Cairo's Tahrir Square, near where youths were still hurling stones at police on the other side of a concrete barrier early on Saturday morning.
The protests and violence have laid bare the divide between the Islamists and their secular rivals. The schism is hindering the efforts of Mursi, elected in June, to revive an economy in crisis and reverse a plunge in Egypt's currency by enticing back investors and tourists.
Protesters accuse Mursi and his Islamist allies of hijacking Egypt's revolution that ended 30 years of Mubarak's autocratic rule. Mursi's supporters say their critics are ignoring democratic principles after elections swept Islamists to office.
"The protests will continue until we realize all the demands of the revolution - bread, freedom and social justice," Ahmed Salama, 28, a protester camped out with dozens of others in Tahrir Square, the cauldron of the 2011 revolt.
The court hearing over the Port Said stadium disaster in February last year has fuelled concerns of more unrest.
Live images were shown from inside the court shortly before the session began. Some of those attending chanted for justice and held up pictures of those killed.
The court on the outskirts on Cairo, and in the same police compound where Mubarak was tried and jailed, is due to rule on Saturday in the cases brought against 73 people, 61 of whom are charged with murder in what was Egypt's worst stadium disaster.
However, the public prosecutor has said new evidence has emerged, meaning a verdict may be postponed.
PRESIDENT URGES CALM
Alongside the 61 charged with murder, another 12 defendants, including nine police officers, are accused of helping to cause the February 1, 2012, disaster at the end of a match between Cairo's Al Ahly and al-Masri, the local side.
Expecting a verdict, hardcore Al Ahly fans, known as ultras, have protested in Cairo over the last week, obstructing the transport network. The Port Said disaster triggered days of street battles near the Interior Ministry in Cairo last year.
In a statement in response to Friday's violence, Mursi said the state would not hesitate in "pursuing the criminals and delivering them to justice". He urged Egyptians to respect the principles of the revolution by expressing views peacefully.
The president was due to meet later on Saturday with the National Defense Council, which includes senior ministers and security officials, to discuss the violence and deaths as a result of the protests.
Troops were deployed in Suez after the head of the state security police in the city asked for reinforcements. The army distributed pamphlets to residents assuring them the deployment was temporary and meant to secure the city.
"We have asked the armed forces to send reinforcements on the ground until we pass this difficult period," Adel Refaat, head of state security in Suez, told state television.
Street battles erupted in cities including Cairo, Alexandria, Suez and Port Said. Arsonists attacked at least two state-owned buildings. An office used by the Muslim Brotherhood's political party was also torched.
The Brotherhood decided against mobilizing for the anniversary, wary of the scope for more conflict after December's violence, stoked by Mursi's decision to fast-track an Islamist-tinged constitution rejected by his opponents.
Inspired by the popular uprising in Tunisia, Egypt's revolution spurred further revolts across the Arab world. But the sense of common purpose that united Egyptians two years ago has given way to internal strife that already triggered bloody street battles last month.

Maze of gun laws in US hurts gun control efforts
WASHINGTON (AP) ? There is a legal avenue to try to get any gun you want somewhere in the U.S., thanks to the maze of gun statutes across the country and the lack of certain federal laws.
That undermines gun-control efforts in communities with tougher gun laws ? and pushes advocates of tighter controls to seek a federal standard. Gun rights proponents say enforcing all existing laws makes more sense than passing new ones.
An Associated Press analysis found that there are thousands of laws, rules and regulations at the local, county, state and federal levels. The laws and rules vary by state, and even within states, according to a 2011 compilation of state gun laws by the Bureau of Alcohol, Tobacco, Firearms and Explosives.
These laws and regulations govern who can carry a firearm, what kind of firearm is legal, the size of ammunition magazines, and more. In some places, a person can buy as many guns as desired.
Not only can people acquire military-style assault weapons, they can also get gangster-style Tommy guns, World War II-era bazookas and even sawed-off shotguns.
"If you regulate something on the local or state level, you are still a victim to guns coming into other localities or states," said Laura Cutilletta, a senior staff attorney at the California-based Law Center to Prevent Gun Violence.
In California, most guns come from Nevada, where there is almost no regulation of firearms, Cutilletta said, and in Arizona, gun owners don't need a permit.
President Barack Obama earlier this month announced a $500 million plan to tighten federal gun laws. The December shooting massacre in Newtown, Conn., that killed 20 children and six adults at an elementary school launched the issue of gun control policy to a national focus not seen in decades.
Obama is urging Congress to pass new laws, some of which would set a minimum standard for the types of firearms and ammunition that are commercially available. Sen. Dianne Feinstein, D-Calif., on Thursday said she was introducing a new assault weapons ban.
The powerful gun lobby says the problem lies in enforcement of existing laws.
"Which begs the question: Why are we putting more laws on the books if we're not enforcing the laws we already have on the books?" said Andrew Arulanandam, spokesman for the National Rifle Association.
New gun laws will face tough opposition in Congress, particularly from members who rely on the NRA during election campaigns. The NRA contributed more than $700,000 to members of Congress during the 2012 election cycle, according to the Center for Responsive Politics.
Recognizing the opposition in Congress, states already are passing their own new gun laws while officials from some states are promising to ignore any new federal mandates. As the national debate on gun control and Second Amendment rights escalates, the terms being used won't mean the same thing everywhere, due to the thousands of laws, rules and regulations across the country.
"The patchwork of laws in many ways means that the laws are only as effective as the weakest law there is," said Gene Voegtlin of the International Association of Chiefs of Police. "Those that are trying to acquire firearms and may not be able to do that by walking into their local gun shop will try to find a way to do that. This patchwork of laws allows them to seek out the weak links and acquire weapons."
Obama wants to address this, in part, by passing federal gun-trafficking laws that carry heavy penalties. It's difficult to crack down on trafficking because the penalties are too low to serve as a deterrent, and federal prosecutors decline many cases because of a lack of evidence. For instance, in order to charge someone with willfully participating in a business of selling firearms without a license, the ATF needs to prove that the guns were not sold out of the suspect's private collection, the Justice Department inspector general has said.
Obama has also called for a new federal law banning magazines that carry more than 10 rounds of ammunition ? a measure that was in effect during the previous assault weapons ban, between 1994 and 2004. High-capacity magazines have been used in recent deadly mass shootings, including those in Newtown, and in the suburban Denver movie theater attack last summer.
A high-capacity ammunition magazine means different things in different places
In California, considered by many to have some of the strongest gun laws in the country, a large-capacity magazine is one that holds more than 10 rounds. In Illinois there is no state law regarding magazines. Yet, there are laws regarding magazines in Chicago where the threshold is more than 12 rounds. But about 40 miles away in Aurora, Ill., this type of magazine is called a large-capacity ammunition feeding device and means anything more than 15 rounds.
In 44 states, including Arizona, Colorado, Connecticut, Texas and Virginia where these magazines have been used in deadly mass shootings, there are no laws against using them, according to a 2012 analysis by the Law Center to Prevent Gun Violence. If a federal law banned magazines that hold more than 10 rounds, it would become the minimum standard.
The definition of "assault weapon" also varies. There is no federal definition of an assault weapon, and the meaning of the term is inconsistent even within the gun industry. California defines an assault weapon as a "firearm (that) has such a high rate of fire and capacity for fire-power that its function as a legitimate sports or recreational firearm is substantially outweighed by the danger that it can be used to kill and injure human beings." The law specifically lists 60 rifles, 14 pistols and five shotguns. Neighboring states Nevada and Arizona have no assault weapon restrictions.
Federal law does not prohibit the ownership of any weapon, said Ginger Colbrun, a Bureau of Alcohol, Tobacco, Firearms and Explosives spokeswoman in Washington. In order to buy or own certain firearms, including automatic weapons, machine guns and bazookas, people do have to apply for permission from the federal government. But as long as the application for a restricted firearm is approved, and there is no state law barring ownership of that type of gun, it's legal.
"There is such a variation in the number of laws that regulate the distribution of guns that there is no adequate minimum standard," said Richard Aborn, president of the New York-based Citizens Crime Commission. "The federal government has an obligation to establish at least minimum standards that have to be complied with before a gun can be sold anywhere in America."

Car accident triggers unrest in Azerbaijan town
BAKU, Azerbaijan (AP) ? It began late at night with a minor car accident.
By midday Thursday, a hotel had been burned to the ground, several expensive vehicles torched and crowds were facing off with police to demand a leading regional official's resignation.
The episode has exposed latent tensions nurtured by economic inequality and unresponsive governance in the oil-abundant Azerbaijan. The ostentatious display of wealth and aggressive, arrogant behavior among well-connected individuals is commonplace across resource-rich former Soviet republics and engenders much bitterness.
That appears to have served as the spark for the unrest in Ismayilli, a resort town of 15,000 people beside a hilly nature reserve 175 kilometers (110 miles) from the capital, Baku.
Trouble began Wednesday night when the owner of a local hotel, 22-year-old Emil Shamsaddinov, reacted to his Chevrolet Camaro sports car veering onto a sidewalk and colliding with an electricity pole by getting into a fight with another motorist.
The person Shamsaddinov fought with was parked by the side of the road in a Soviet-era Zhiguli, the ubiquitous model favored for cheapness rather than quality.
Shamsaddinov, who police said may have been drunk, berated and swore at onlookers, prompting an angry reaction from a group of Ismayilli's residents.
The dispute quickly escalated, leading to around 3,000 people raiding Shamsaddinov's Chyrag hotel ? the name of the hotel means "fire" in Azeri ? and setting alight several of his cars, which included the Camaro, a Chevrolet Niva and a Hummer.
Police, who took Shamsaddinov and his passenger into custody, say the rampage lasted about four hours.
In amateur video of burning vehicles and buildings uploaded to the Internet, people in the crowd are heard laughing and cheering.
The mob then directed its ire at the son of the Ismayilli district chief, whose house they also attacked. There they set fire to a Toyota Land Cruiser and two motorcycles.
Radio Free Europe/Radio Liberty's Azerbaijan service, which is funded by the U.S. Congress, cited local residents as saying Shamsaddinov's hotel was being used for prostitution and that local authorities had failed to heed requests for it to be closed.
On Thursday, despite an increased security presence in the town, hundreds of people went back onto the streets and surrounded a regional government building and demanded the regional governor resign.
Independent news agency Turan reporter Aziz Kerimov told The Associated Press by telephone from Ismayilli that police fired tear gas and water cannons at half-hour intervals as the crowd refused to disperse.
Some in the crowd responded to police appeals for them to leave the area by throwing rocks. Between 10 and 15 people were detained by early afternoon, Kerimov said.
Calm had returned to Ismayilli by the evening, although the anger may not have subsided.
Kerimov quoted people in Ismayilli as saying they want to repeat the scenario that played out in another town last year, when a regional official was forced to step down in the wake of violent clashes.
Baku, Azerbaijan's capital, has in recent years become a glamorous playground for the country's elite, but oil revenue is unevenly distributed among the mainly Muslim country's 9 million people, and average monthly salaries stand around $450. That has nurtured frustration.
Business is often perceived in Azerbaijan as operating in intimate collusion with the government, which opposition activists argue is riddled with corruption.
Berlin-based Transparency International ranked Azerbaijan 139th out of 176 countries in its 2012 Corruption Perception Index. Opposition parties and independent journalists are routinely harassed by the authorities.
This is the second major instance of public disorder in the authoritarian former Soviet nation in only a few days.
On Saturday, market traders blocked a highway 50 kilometers (30 miles) outside Baku and clashed with riot police in a spontaneous protest over increased rent for their stalls.
A week before that, in Baku itself, hundreds of demonstrators gathered in a central square to protest the death of a military conscript earlier this month. The demonstration was broken up by police. That rally was organized through social media, not by established opposition parties ? an indication that opposition to the government is increasingly being propelled by grass-roots activism.
Authorities are particularly anxious about any signs of public discontent in view of this October's presidential election, which is expected to see incumbent Ilham Aliyev retain his iron grip over the Caspian Sea nation.
Regional officials are appointed by the president, who on Thursday was attending the World Economic Forum in Davos, Switzerland.

Russian police break up "kiss-in" over anti-gay law
MOSCOW (Reuters) - Police broke up a "kiss-in" protest by gay activists who scuffled with Russian Orthodox Christians outside parliament on Friday before it considered a law banning the promotion of homosexuality among minors.
Backers say the law will protect children against "homosexual propaganda" in the media and at public events, but critics say President Vladimir Putin hopes it will consolidate support for him following the biggest protests since he won power in 2000.
Police said about 20 people were detained outside the State Duma, the lower house, after minor scuffles broke out between rival groups of supporters and opponents of the law.
The supporters, some of them holding Russian Orthodox icons or crosses, cheered and threw eggs as police hauled away protesters who started kissing. One gay activist was splashed with green paint, witnesses said.
If approved by the two houses of parliament, and signed by Putin, the law would ban the promotion of gay events across Russia and impose fines on the organizers.
But the law has widened rifts in a country already divided by a year of rallies against Putin which, although they have dwindled in the last few months, have undermined his image as a leader who can unite and protect all Russians.
Putin's critics say the law is the latest in a series of legislative moves intended to crack down on the opposition or appeal to traditional Russian values to boost the former KGB spy's ratings.
Public approval for Putin, who is now 60, stood in January at 62 percent, the lowest level since June 2000, an independent pollster said on Thursday.
Veteran human rights campaigner Lyudmila Alexeyeva said the draft law was "medieval" and was probably meant as a pretext to outlaw gay rights marches.
"Animosity towards gays and lesbians is widespread in society, and the Duma, which has approved a number of unpopular laws, hopes it can win some popularity with an anti-gay law," she told Reuters.
"It is relying on the ignorance of people who think homosexuality is some sort of distortion ... in another brutal tightening of legislation," she said.
PUTIN AND THE CHURCH
Supporters of the law welcome moves that would allow the banning of gay rights marches and complain about television and radio programs which they say show support for gay couples.
"Such widespread propaganda of homosexuality negatively affects the formation of a child's personality, blurs its ideas of the family as the union of a man and woman, and in fact creates grounds for limiting the freedom of choice of sexual preferences when it grows up," the law's backers said in a written defense of the legislation.
Putin, who has criticized gays for failing to help reverse Russia's population decline, has increasingly looked for support among conservative constituencies and particularly the church to offset his falling support.
The Russian Orthodox Church, resurgent since the collapse of the Soviet Union in 1991, has spoken out against homosexuality. Putin drew closer to the clergy during the trial and sentencing this summer of three members of the Pussy Riot punk band over their protest in the country's main cathedral.
Anti-gay propaganda laws are already in place in Arkhangelsk, Novosibirsk and St Petersburg, Putin's home city, where it was used unsuccessfully to sue American singer Madonna for $10 million for promoting gay love during a concert last year.
Although a court rejected that case, a local politician from Putin's ruling Untied Russia party has said he is taking similar action against another singer, Lady Gaga, who is also a defender of lesbian and gay rights.
Homosexuality, punished with jail terms in the Soviet Union, was decriminalized in Russia in 1993, but much of the gay community remains underground and prejudice runs deep.
"This draft law is one of the most blatant of the attacks on civil rights for Russian citizens in recent months," gay rights campaigning group All Out said in a statement.
"The crackdown has extended across all forms of civil liberties, including freedom of speech and expression."
In Moscow, city authorities have repeatedly declined permission to stage gay parades and gay rights allies have often ended in arrests and clashes with anti-gay activists.

At the University of Wisconsin Madison, Kenneth Robbins, M.D., who is a psychiatry professor, has concluded that a person who suffers from depression has a four fold chance of dying after a first heart attack in the six months following. He explains that depression makes people sick in many ways, and sicker if they are already sick, though there is no clear comprehension as to why this happens.
